Teh Dua Burung, now known as Tong Tji, was founded in 1938 in the city of Tegal by Tan See Giam, who created his tea blend recipe. It all began as a small home industry using simple traditional tools like charcoal stoves and bamboo pots.

Tong Tji was later developed by his successor, Tatang Budiono (3rd generation), and has grown to become one of the largest tea producers in Indonesia. In the early 1990s, Tong Tji launched its first jasmine tea bag product, which went on to become a market leader in the Jasmine Tea Bag category across both traditional and modern markets in Indonesia.
